The Qatar Racing & Equestrian Club (QREC) is approaching a new era following the decision of the Minister of Culture and Sports, H E Salah bin Ghanem Al Ali (pictured), adopting the new statutes of QREC, having reviewed the Law Governing Sports Clubs.

The new statutes include 41 articles governing work at QREC and the relations between QREC and its stakeholders.

It supersedes the decision no. 2 of 1987 of the Supreme Council for Youth Welfare and any provision any provision contrary to the provisions of this decision.

The introduction of the new statutes makes reference to QREC as a sports club established by the State for an indefinite period.

It further states that the QREC’s statutes has been adopted in accordance with the provisions and rules established in this respect, including Article no. 53 of the Law Governing Sports Clubs of 2016 and its amendments under the Law no. 12 of 2018.

The QREC Chairman, Issa bin Mohammed Al Mohannadi, lauded H E the Minister of Culture and Sports’ decision adopting the new statutes of QREC.

“First of all, we would like to thank H E Salah bin Ghanem Al Ali, Minister of Culture and Sports, for the attention and support paid to all club”, he said.

“H E the Minister is keen to provide the proper environment, which contributes to the development of the activities of the club, including QREC, which brings about plenty of benefits for Qatar’s sports under the leadership of the Amir H H Sheikh Tamim bin Hamad Al Thani,” Al Mohannadi said.

The new statutes of QREC identifies the Ministry of Culture and Sports as the entity supervising QREC. It describes a participant in QREC’s activities as anyone who is licensed to benefit from the QREC’s facilities and participate in its activities.

It also refers to QREC’s role in promoting and enhancing the equestrian sport, in all its disciplines, by various ways, including the establishment of equestrian schools and training academies, holding races in Qatar and overseas, registration and issuance of licences related to horse affairs in accordance with the QREC’s terms of reference and organisation, supervision and participation in local, GCC, Arab, regional and international championships.  

The new provisions of the QREC’s statutes identify the types of participation in QREC’s activities.

These include three types: the active participant is a Qatari or a person residing in Qatar who is licensed to benefit from the QREC’s facilities and participate in its activities; the associate participant is a Qatari or a person residing in Qatar who joins QREC for a definite period of time; and the honorary participant is a person whom QREC Board decides to grant them this capacity for their valuable services to the State or QREC. There are also conditions identified in the statutes for anyone wishing to participate in the QREC’s activities.

A board of directors will manage the QREC’s affairs.

It is formed of a chairman, a vice chairman and not less than three or more than 7 members. The decision appointing the board and identifying their term is issued by the Minister of Culture and Sports.
