The course will be supervised by the Chairman of the FIFA Referees Committee Pierluigi Collina, Executive Director of the FIFA Arbitration Department Massimo Busacca, and the Women's Referee Officer at the FIFA Kari Seitz, with the participation of the Head of the Referees Committee of the Qatar Football Association (QFA) and Vice-Chairman of the FIFA Referees Committee Hani Taleb Balan, and Executive Director of the Arbitration Department at QFA Naji Al Juweni.

Hani Ballan, thanked FIFA for its great confidence to choose Qatar as a station for preparing and naming women and men referees for the most important international tournaments, noting that another workshop will be held for male referees starting the first of November and lasts for five days. These workshops represent an extension of a series of activities and courses hosted by Qatar and were praised by everyone without exception.

QFA has previously hosted a FIFA symposium for selected referees to manage the FIFA Women's World Cup (France 2019) with the participation of 75 referees, and the camp of the participating assistant referees in the Women's World Cup (Canada 2015). It also hosted the FIFA Seminars for Referees in April 2016 and the FIFA Seminar for Referees Lecturers in 2018.
